Certification types

• Drinking water: OIT and provisional pathways plus Classes 1A, 1B, 2, 3, 4A1, 4A, 4B, 4C and D (distribution). Wastewater: Domestic Grades I-V and Industrial Grades I, II, IV and V
• Grade III is not an industrial credential in the rule's classification table.

Drinking-water Classes 1A/1B register; Classes 2, 3, 4 and D meet education/experience, complete OIT requirements and pass a Secretary-approved exam within five years. Wastewater applicants meet rule education/experience and pass the applicable Domestic or Industrial grade exam; provisional certification is available under the rule.

Drinking-water certificates are three years: 1A has 3 TCH recommended; 1B requires 3 TCH; Class 2 requires 10; Classes 3, 4A1/4A/4B/4C and D require 20. Full wastewater certificates last five years after July 1 of issue/renewal; renewal training is Domestic I 20, II 25, III 30, IV 30, V 40 hours and Industrial I 10, II 15, IV 30, V 40 hours.

Reciprocity / out-of-state operators

Wastewater: the Commissioner may waive examination for a valid out-of-state credential with equivalent standards, except reciprocity is not granted at the highest grade in either category without examination; applicant's job description/experience are reviewed and the applicant must be currently employed at a Vermont wastewater facility. The drinking-water rule provides no examination-waiver reciprocity route; it expressly credits qualifying out-of-jurisdiction operating experience, while Classes 2-4 and D still follow Vermont's exam path.
